The Digital Infrastructure Working Group on Intellectual Property is an EU-level multinational program created at the initiative of Finland. It currently consists of representatives of 12 countries BE, CZ, DE, EL, ES, FI, FR, HU, IT, LT, LV, MT, either as members or observers, and by the Commission and is open to all States members of the EU. Greece is a member of the Working Group as an Observer from April 2024.

The Working Group at national, EU and global level supports industry-specific initiatives to promote the smooth functioning of the intellectual property system, in particular to develop an open rights data framework for new technologies.

National level work includes sub-groups on AI and copyright, which discuss topics such as practices in the use of AI (creativity, authorship), technology (identification, transparency) and legal issues (DSMD compliance, the Regulation on AI (AI Act) etc.)

The work at European Union level takes into account the need to equip the creative industries with sufficient tools to deal with the challenges arising from large language models and generative AI.
